Behind the Requirements: The Content Problems Enterprise RFPs Keep Revealing


Enterprises rarely invest in a CCMS because they want better content software. They invest because content has become inconsistent, expensive to maintain, difficult to find and increasingly important to AI.

A CCMS can help. But technology alone cannot correct weak standards, duplicated knowledge, poor governance or content designed around the organization instead of the user.

What enterprise RFPs are really telling us

We analyzed more than a dozen enterprise RFPs to understand the business problems behind requests for CCMS platforms, structured authoring, migration, content reuse, omnichannel publishing, search and AI.

We compared those findings with patterns from five years of client engagements and sales conversations across financial services, healthcare, technology, transportation, aviation, insurance and other content-intensive industries.

The language varied. The underlying problems did not.

Eight recurring content problems appeared again and again.

Inconsistent content and no shared standard

Different teams describe the same products, policies and procedures differently.

Templates and style guides can make pages look consistent. They do not create a shared standard for how information itself should be analyzed, structured and expressed.

Without that standard, every writer makes hundreds of individual decisions about terminology, sequence, detail and repetition. The result is confusing user experiences, slower reviews and greater regulatory risk.

Consistency is not a formatting problem. It is an operating standard.

Duplication that makes every change expensive

The same knowledge is copied across documents, systems and channels.

Every change becomes a search-and-repair exercise. Someone has to find each occurrence, determine whether it applies, make the update, review it, republish it and verify that nothing was missed.

In one enterprise environment we encountered, deleting a single national rule affected 289 pieces of XML across six manuals.

Change the knowledge once. Reuse the approved version everywhere it belongs.

Knowledge scattered across disconnected systems

Content lives in different repositories, formats and platforms.

One team updates a policy in one system while another maintains similar guidance somewhere else. Copies diverge, ownership becomes unclear and users stop knowing which version is authoritative.

Fragmentation makes content harder to govern, audit, reuse and retire. It also prevents the organization from seeing its knowledge as one connected enterprise asset.

A repository stores content. A knowledge infrastructure establishes what can be trusted.

Content organized around the business, not the user

Information reflects departments, products and systems instead of customer tasks.

Users do not arrive thinking about the organization chart. They have a question to answer, a decision to make, a task to complete or a problem to solve.

Having the answer somewhere in the enterprise is not enough. People need the right answer, in the right context, with a clear path to action.

Better content helps people perform, not simply navigate.

Search that finds documents instead of answers

Employees and customers spend too much time searching, comparing and deciding what to trust.

Better search cannot fully compensate for duplicated, ambiguous or poorly structured source content. If three documents offer three versions of the answer, retrieval is only part of the problem.

The real goal is not more search results. It is faster access to the right answer, with enough context to act confidently.

Limited reuse and inflexible delivery

Teams cannot create once and deliver consistently everywhere.

The same knowledge may need to appear on the web, in PDF, on mobile, inside an application, through an API, in a chatbot and as grounding for an AI assistant.

Rebuilding and maintaining separate versions for each destination is slow, expensive and difficult to govern. It also makes new channels harder to support.

Create once. Govern once. Deliver everywhere.

Modern platforms surrounded by manual workarounds

The CCMS is live, but the expected operating improvements never arrived.

Authors return to Word. Reviews happen outside the system. Publishing remains fragile. Reuse is technically possible but rarely practical. Experienced employees keep the operation running through undocumented workarounds.

The platform may be capable. But the content model, migration approach, workflows, integrations or adoption program may never have been designed around how the organization actually works.

Installing the platform is not the same as changing the content operation.

Source content that AI cannot reliably use

AI inherits the ambiguity, duplication and contradictions already present in enterprise knowledge.

Giving AI access to more content is not the same as giving it better knowledge. A new model does not make an old contradiction disappear. A vector database cannot decide which of three conflicting procedures is authoritative.

AI needs knowledge that is structured enough to interpret, granular enough to retrieve, governed enough to trust and clear enough to act on.

Content isn’t generic. Content constantly is changing. The state of that content, the purpose of that content is not static.

Hallucinations rarely begin inside the model. They often begin much earlier, when nobody has established which information represents the trusted source of truth.

From documents to knowledge infrastructure
